I didn’t think there was anything in this show scarier than Kuruko’s voice and obsession with Misaka.
Clearly I was wrong.

I have decided that I am going to use Undressing Lady’s real name. Now that her arc is almost over I thought hey I will learn someone’s name. Because that would be the useful time to learn someone’s real name and to stop using a nickname.
Harumi is driving around with Uiharu explaining her villainous plan. Because that is what all crazy bad guys do when they are on the run with a hostage. Or have the heroes tied up in their lair. They have to explain what their plan was, how it works, and how they are going to get away with everything.
Now there are two ways the whole HAHA this is my bad guy plan can go. It can either explain why the bad guy is such a bad guy OR it can explain that the bad guy is really a good guy who is just doing something that looks like they are a bad guy. Exactly. It turns out that Harumi is the second option. We don’t know that Harumi is ACTUALLY a good guy until the end of the episode but right off the bat we know that Harumi wasn’t out to hurt anyone.
Not that Uiharu cares. She is too focused on you are the bad guy and I hate your soul. Which is understandable since she is in handcuffs and is kidnapped but YOU KNOW. I would start to think something is up if the bad guy handed me the device that will save everyone but not Uiharu. Her three minutes in Judgment means she suspects everyone.
AntiSkill shows up to save the day. Finally people with guns and real powers. ADULTS handling adult situations. Only it turns out Harumi has every single power from everyone who used the Level Upper. Which I was expecting. Not sure why AntiSkills wasn’t expecting that but whatever. I was also expecting AntiSkills to use SKILLS against an ability user and not just guns but clearly I was wrong. Down they go. Maybe they all should have been wearing red shirts.
Misaka shows up to save the day. And I really thought this was going to be a Touma saves the day kinda episode. It was set up for him to rescue Misaka from the super powerful bad guy. Harumi thought she was unstoppable by having every single ability out there so the only person who could stop her easily would be Touma.
There was no Touma. He does get a mention when Misaka uses a tactic against Harumi that she tried against Touma. I would try to articulate what that attack was/did but I am special. Just that Misaka is magical and electricity can melt the ground and make you stick on walls. Clearly electricity can do a lot of interesting stuff that I was not aware of.
I want to go on record and say that I think it is both amusing and logical that in this universe people can only have one ability. I mean, it is amusing that in a universe where people can fly objects around and control the sidewalk that things have to be fair and people can only have one ability. But in a way it puts people more on even playing field. It’s not much fun to watch people get totally pounded by people who have millions of powers. AKA magic can do everything. That and it makes sense that your brain can only be awesome in one certain way. You can’t have it be trained to be too wonderful or you will explode (like those kids). It can only handle so much and it was nice to see limitations in this silly universe.
So after Misaka shows us all that someone can have 10,000 abilities and still get beaten by someone who has ONE ability it is revealed that Harumi is a HERO too. Because electricity can do more than fry the ground into a make shift cave. No no, it can link people’s minds up. Misaka can magically know Harumi’s past. I would have thought that all the abilities stuck in Harumi’s body one of them could have linked the two women together but what do I know!!!!
The point is that Misaka show Harumi’s awful past. With her awesome hair cut. I love how this event probably happened only 5 years ago but Harumi looks pretty bad. All old people look old okay. If you are over the age of 25 in an anime you are old. You have peaked. You are grandma. Life is horrible.
So we see YOUNGER Harumi being told that she will be a teacher to a group of orphan kids. It should have raised some red flags when her boss was acting creepy when referring to the kids but Harumi had other things on her mind. Like how she hated kids. Because kids deserve to be hated. Especially these brats. So she missed all the warning signs that something very, very bad was about to happen.
To make things even more tragic Harumi stopped hating the kids for half a minute. So when their little brains blew up during the experiment that went wrong (or right) Harumi went a little bit bonkers. I was a little surprised to see the blood and the flat lines because NO ONE DIES IN THE ANIME. But then once Misaka is done seeing this horrible past Harumi tells us all that the kids are still asleep. Yeah okay. Blood splatters=just sleeping.
Harumi confirms that the MAN/people in charge of the Academy are the ones who are the enemy. Harumi thought they were training level zero kids to have powers when in reality (I think) they were really seeing what would happen if powers went berserk in people. Things ended up the way it sounds. Harumi tried to go the normal route to help the kids, by using the official brain computer. But AntiSkills and THE MAN denied her like 28 times or something so clearly her only way to help those kids was to link the minds of 10,000 fake ability uses to create a fake AIM field that acts like a computer. Exactly. Misaka seems to accept this all and promises to investigate the matter once she throws Harumi in jail. Because Misaka is not that forgiving.
Before Misaka and Uiharu (who has woken up…) can deal with Harumi she falls over and…….apparently all the powers ooze out of her and make a giant floating fetus in the sky.
This is a perfect way to end an episode. Giant fetus power. It makes perfect sense.
Well I’m not going to get any sleep tonight. Thanks To Aru Kagaku no Railgun!

For once I actually give my support to the stand of antagonist, in this case, Kiyama sensei. baka~ had accurately pointed out the desperation and trauma experienced by her, not to mentioned she used Level Upper as last resort after trying all the legal way. I actually hate Mikoto for stopping her for nothing because she wasnt in similar situation and cant understand the pain and all the inhuman activities going around the ciy. I would prefer for letting Kiyama to finish her project since the damage has been done, just complete it before it i stopped. She even past the solution to Uiharu, can you categorized her as villain? definitely no.
Blacksun88- I think in the minds of 12/13 year olds everything is very black and white. Misaka and the gang are too gunho on YOU must be a bad guy instead of thinking she could have been a good person doing a bad thing for a good reason.
Personally that teacher is the only person looking out for a bunch of little kids and it is a bit creepy how the officials in this city are ready to sweep the "mess" under the rug.
